The Ministry of Commerce has outlined eight strategic priorities for 2025 to stimulate domestic consumption, stabilize foreign trade, and enhance global economic cooperation, in line with the Central Economic Work Conference. These initiatives aim to foster high-quality economic growth while maintaining national security.

Key Tasks for 2025:
​Boost Consumer Spending

Expand theconsumer goods exchange programto encourage upgrades.
Innovate shopping scenarios, expand service and digital consumption, and improve market infrastructure.
​Stabilize and Enhance Foreign Trade

Cultivate new trade drivers, expand cross-border e-commerce, and promote green trade.
Support enterprises in entering diversified international markets and increase imports.
​Attract and Retain Foreign Investment

Create a world-class business environment through unilateral and autonomous opening-up.
Strengthen theInvest Chinabrand and optimize services for foreign enterprises.
​Align with Global Trade Rules

Enhance pilot free trade zones and upgrade international expos to meet high-standard global norms.
​Deepen International Industrial Cooperation

Reform foreign investment regulations and improve overseas service systems for Chinese businesses.
​Advance High-Quality Belt and Road Initiative (BRI)
